							Abstract
						
						The author argues that in Rome there wasn’t a scientific assessment of public law, which is, on the contrary, the result of a much more recent experience. So he doesn’t consider advisable to use in the Roman law concepts like “state”, although many terms used nowadays are already present in Roman sources.
