							Abstract
						
						From 2008, Spain faced a deep economic and financial crisis, responding with austerity measures and a constitutional reform in 2011 that emphasized budgetary stability. The 2013 local reform aligned with this objective and financial sufficiency, reducing regional competencies and local autonomy, although it did not address other intergovernmental dysfunctions. Ten years later, financial, and surplus objectives have been met, and the management of local entities has undergone significant transformation in these aspects, accompanied by increased controls by financial authorities. Attempts to modify the law have been unsuccessful to date.
